In "High Noon," hostage negotiator Lieutenant Phoebe McNamara juggles her career with the demands of raising a daughter and dealing with her mother, Essie. When Phoebe meets bar owner Duncan Swift, she initially resists but eventually gives into his charms. Phoebe is assaulted by an unknown assailant and later receives a series of mysterious threats. Soon she discovers she's the target of a psychopathic killer.
